It never struck me that the East Supreme Kai could do his instant teleportation in combat situations, and I don’t remember him doing it in mid-air either.
The Kai’s ability to teleport is almost the same thing as Goku’s Shunkan-ido, so I believe it can be used in any situation, including combat. There’s no precedent showing that he can’t, so I presume he can.
Remind me, why was just killing Shenron not an option? I mean, Piccolo’s dad did it, no sweat.

For each of those issues, I can think of tactics to counter them, ranging from distractions to long-ranged attacks to the element of surprise.
